He was the man with vision and he fulfilled his vision. In 1999-2000, so many Chinese people cursed him for being soft with America. But without America's market, how can China achieve so much in the past 5 years?
The 1994 tax reform and foreign reserve system reform were all pushed by him. The VAT reform helped to stablize the central gov finance and relationship with local officials--all through his personal efforts and one-to-one negotiation, many times, through strong-arm tricks.
In 1994, banking system in China was close to collapse and again, he fired Li Guixian and disciplined several banks, with strong oppposition from so many people. Again, Wen would not dare to adopt all of his unpopular measures.
Zhu was pushy, arbitrary and sometimes not knowledgeable about various financial matters. But he is a leader with vision and perseverance. If he made up his mind, he did not flip flop like a boy.
Among all PMs China had ever had, he is the best one up till now in terms of financial acumen.
Anyway, the party system was well known for placing princelings, not competent people in leadership positions. He is already an exception.
Wen flip flop like a boy (e.g., this Tianjin-based financial reform) and up till now, he achieved little and I saw no vision from him, except for crying for poor people.
Crying does not relieve average Joe's misery. We want to see a strong leader who has vision/ideas to improve poor Joe's life through systematic changes, not one-by-one gov relief.
